While the PlayStation Vita has a variety of wonderful games, the library may not be large enough for some to justify buying the $200 handheld. The PlayStation TV is a cheaper alternative and now you can pick one up for $19.99 from Best Buy, either in-store on online with free shipping.
Given the touch screen & rear touch pad of the PS Vita, PlayStation TV is not compatible with all games and a list of playable titles can be found here. A number of PlayStation Portable and original PlayStation games can be played on PS TV, as well as video streaming apps such as Hulu and Crunchyroll.
PS TV can be used for Remote Play to stream and play your PS4 games onto another screen. The cloud-streaming service PlayStation Now is also available on PS TV.
You will need a PS3 DualShock 3 controller or PS4 DualShock 4 controller to use the PSTV. While the PS TV packs 1GB of memory, you will likely want or need more storage space. GameStop has refurbished 8GB PS Vita memory cards for $11.99 and Amazon has new 16GB PS Vita memory cards for $34.99.
